UNICEF Support to National Governments
UNICEF works with governments in over 190 countries and territories to advance efforts and programs focused on helping children to grow up safe, healthy and educated. UNICEF's support to national governments advances self-reliance by helping to build and strengthen resilient, sustainable local systems for areas such as health, education, and social protection. Some specific UNICEF services and platforms of interest include programs associated with 'Generation Unlimited' including Passport To Earning, Learning Passport, and Yoma; Giga initiatives focused on supporting communities with software and content, broadband connectivity, and digital financial services; and publicly available data and evidence focused on new and emerging areas of interest to governments and partners around the world.
About This Offer

- Passport to Earning (P2E), which is a digital platform that provides young people aged 15–24 years with free, world-class and job-relevant skills training and position them for employment opportunities. P2E is built on the Microsoft Community Training platform and offers digitized content provided by a range of public and private sector partners. - The Learning Passport, which was developed by UNICEF and Microsoft as an innovative mobile online/offline learning platform that provides children with continuous access to quality education — no classroom required. - Yoma, which is a digital marketplace that upskills and connects young people to opportunities to transform their future and unlock their potential. (https://yoma.world/)
- Giga, which is an initiative launched by UNICEF and ITU aimed at connecting every school to the Internet and every young person to information and opportunity. Giga offers a platform for dynamic spectrum allocation as a mechanism for mobile operators in countries to build up more secure resilient infrastructure; as well as comprehensive mapping of schools and health centers in (as of June 2026) more than 50 countries.
- Global data, strategy, and evidence creation and sharing. UNICEF’s Office of Strategy and Evidence (Innocenti) advances efforts around data and analytics, research and foresight, program effectiveness, and data governance and transformation on a range of topics facing children globally.
