About This Offer

TELA/BMSS is a public-private capacity-building partnership designed to strengthen climate-resilient maize seed systems in Africa by combining technical know-how, breeding and trait integration support, stewardship expertise, and seed system development. Building on the foundations of the TELA maize initiative, the offer focuses on enabling local partners to develop, register, produce, and commercialize improved maize hybrids with drought tolerance and insect resistance, while strengthening the broader market environment needed for sustainable adoption. Through collaboration with research institutions, seed companies, and implementation partners, the initiative supports capability building across product development, regulatory readiness, seed production, and market access — with the objective of improving smallholder farmer access to resilient technologies and contributing to long-term food security and agricultural productivity.

Limitations

Implementation of the offer is subject to an enabling regulatory environment for agricultural biotechnology in the target markets. Progress may be constrained by country-specific regulatory barriers, approval delays, and potential court injunctions or legal challenges affecting the import, field testing, registration, or commercialization of biotech maize varieties
