Public Financial Management and Financial Sector Capacity Building
The U.S. Department of the Treasury's Office of Technical Assistance (OTA) partners with finance ministries and central banks in developing and transitioning countries to strengthen public financial management and financial sectors. Through hands-on technical assistance and capacity building, OTA helps governments implement institutional reforms that strengthen fiscal management, financial sector resilience, investor confidence, and domestic resource mobilization—creating conditions for economic growth, trade, investment, and long-term self-reliance.

The U.S. Department of the Treasury's Office of Technical Assistance (OTA) provides tailored technical assistance and capacity building to strengthen public financial management and financial sectors in developing and transitioning countries. OTA supports reforms in public financial management, revenue and customs administration, government debt and infrastructure finance, banking and financial services, and anti-money laundering/countering the financing of terrorism (AML/CFT). Through these engagements, partner governments strengthen fiscal management, financial sector resilience, and financial integrity while building long-term institutional capability and promoting economic growth. Typical outcomes include more transparent and predictable budget execution, stronger banking supervision frameworks and financial sector safety nets, modernized tax and customs administration that promotes domestic resource mobilization, expanded local currency government bond markets, and public-private partnership frameworks that attract private investment and facilitate global commerce and investment. Engagements are responsive to country needs and are subject to partner commitment to reform, alignment with program and Administration priorities, and availability of funding. OTA typically funds technical assistance engagements; however, depending on the engagement, counterpart governments may be expected to contribute resources or share certain implementation costs.
