The Digital Infrastructure Investment Catalyser is a collaboration platform for UN agencies, multilateral development banks (MDBs), investors, governments, private sector, and other key stakeholders to expand viable, bankable digital infrastructure models through 3 pillars of work: 1) Data, tools, and templates; 2) Capacity building on investment policies and innovative finance; and 3) Partnerships, investment, and funding opportunities.

About This Offer

Digital infrastructure underpins development, yet 2.2 billion people—about one-third of the global population—remain offline, with an estimated USD 1.6 trillion investment gap needed to achieve universal access. Progress is constrained by fragmented demand, affordability challenges, limited core infrastructure, and execution risks, particularly in least developed countries, while stakeholders often operate in silos with insufficient shared data to scale solutions. The Digital Infrastructure Investment Catalyser—co-led by the ITU, UNCTAD, and eight MDBs (ADB, AfDB, AIIB, EBRD, EIB, IDB, IsDB, and the World Bank Group)—was launched at the Fourth International Conference on Financing for Development (FFD4) in 2025 and is now supported by a working group of over 100 entities, offering a no-cost opportunity to convene with investors, present and source investment opportunities, and collaborate on scalable digital infrastructure solutions; interested parties can contact diginvest@itu.int.
